Equipment options

Cars and listings list their equipment as option_ids. Resolve them in bulk with /car-options?ids=…, and cache the result: option names change rarely.

/car-options has two modes. Called with no parameters, it returns the most popular options grouped by section, which works well for a filter UI. Adding query, page, per_page, section_id or ids switches it to a flat, paginated list.
